Since transferring to ITS in 2022, my husband and I have dealt with everything from minor frustrations to major issues that threaten our stability—almost all due to outdated, non-evidence-based policies and a complete disregard for patient-centered care. While some staff members, like TJ and Kathy, are nothing short of saints (SERIOUSLY, GIVE THEM HUGE RAISES!), even the best employees are powerless against a system designed to create unnecessary barriers rather than support recovery.

When SAMHSA published the 42 CFR Part 8 Final Rule last year, I immediately began monitoring how clinics across Arizona were responding. ITS has completely failed to meet the moment—so badly that it’s almost embarrassing. Meanwhile, clinics like CMS, New Hope, and others have stepped up, implementing evidence-based policies—such as offering take-home doses upon intake, refraining from revoking all privileges after a positive UA, providing individualized care that recognizes negative UAs aren’t the sole indicator of progress, and eliminating arbitrary restrictions. And here’s the kicker: those very clinics once had terrible reputations! By putting patients first, they’ve won major champions and garnered support statewide.

As a lobbyist, non-profit founder and Director of Policy, I have a demanding, unpredictable schedule. And I’ve experienced firsthand how ITS’s profit-driven policies force patients into dangerous self-stabilization. Instead of prioritizing public health, ITS clings to outdated restrictions designed to maximize Medicaid billing. Here’s something they won’t tell you: methadone clinics make more money when patients are forced to come in for daily dosing rather than receiving take-homes. This information can easily be found on the AHCCCS fee schedule. Check out billing code H0020 & H0020 hg. ITS isn’t failing to modernize because they don’t know better—they’re choosing to put profits over patient safety. And that choice is directly fueling the overdose crisis.

No one should have to decide between staying on life-saving medication or keeping their job, housing, and stability. No one should have to choose between withdrawal and workplace consequences. Methadone is the gold standard of treatment for opioid use disorder for a reason, yet ITS continues to trap patients in an impossible dilemma instead of adapting to the modern standards that every reputable clinic is moving toward. If you’re considering ITS, run the other way. Research which clinics have embraced 42 CFR Part 8—because your health, your stability, and possibly even your life depend on it. Be weary of positive reviews by incentivized patients.

To ITS:
You cannot exploit vulnerable populations forever without consequences. If congressional reconciliation slashes billions from Medicaid and Arizona’s trigger law kicks 550,000 people off AHCCCS, your days of profiting off captive patients will be numbered. While that kind of mass coverage loss would be a devastating crisis, watching a clinic so shamelessly focused on profit take a massive financial hit would be poetic justice. You have been reported to the state opioid treatment authority and I will be meeting with state legislators in the coming weeks to discuss how outdated clinic policies and unsafe dosing contribute to overdose rates.

I'm attending IOP here at ITS. The staff and counselors have been great. The lobby, classroom and bathroom are always spotless and are nice & modern. To anyone looking for IOP, individual counseling, or MAT services, I would definitely recommend checking out ITS.

I’ve been going to this location for almost a year and it’s been amazing! They have a really great staff that cares about our sobriety and us. I’ve gone to other clinics before and this one has by far been the best! It’s nice to have so many people who care and cheer you on towards a better life for yourself. I am so grateful for the staff here and their program!

I am a client at the Santan location and I can tell you that this facility is amazing. I have been a client at a few other clinics in Washington state and I moved here a year ago. The people here are the best, they are knowledgeable and compassionate and they truly care about people. The program here is the best I’ve experienced. I honestly can’t say enough good things about them. Thank you to everyone at ITS.

The level of care and compassion I've been shown by the staff at the SanTan location has by far exceeded what I'd hoped for. The IOP program run by Vicki was not only informative, but she kept it fun by taking us on outings! The Schnepf Farm Fall Festival was such a blast, and what a great perk for a program that most of us initially dreaded having to attend. Vicki is a great & She relates beautifully to the clients. The Nurse, Kathy couldn't be more helpful or polite if she tried! Kathy keeps the front running so smooth. Hardly ever have to wait for dosing, and she knows her stuff. She's on top of things, always so polite & always with a smile. The last person I want to mention here, is the clinical manager, TJ. Having been through some stuff in his own life, TJ "gets it". There were numerous days I didn't think I was going to make it through the day. And quite frankly, I probably would have given up if I hadnt of had a talk with him. If he's not with a client, TJs door is always open, and that open door has saved me many times. You won't find a more genuine, caring person. TJ genuinely cares about people, and if you get the chance to meet him, you won't regret it.

I've been a patient of its now for 2.5 yrs. I actually didn't give the program a chance for the first yr but when I did it was the best decision all the way around my life. Also recently one of the counselors helped me along the way of getting a good cause exception (fingerprint clearance card) and I couldn't be more grateful than I am the day I received my card!
